Reforming the Management of Insured Persons of the National Pension Scheme: Focusing on Shifting to Individual-Based Pension System

Abstract
This study aims to provide possible options for reforming the management of insured persons of the National Pension scheme. To accomplish this purpose, the study primarily analyses the current status and problems regarding the National Pension scheme for the insured and examines the case of changing the management of the insured from family-based to individual-based, categorizing the insured not based on the marital status, but based on their contribution history. Currently, the National Pension is run by the principle of one pension per family, determining the status of the insured depending on their age (18-59), income(income declarer or the exempted from contribution payments) and marriage (the exempted from contribution payments or the excluded from coverage). Under the current system, the insured without income, can be treated either as exempted from contribution payment (if unmarried) or as excluded from coverage (if married). The reason for such complicated system is due to the family-based system as the National Pension was introduced in 1988. With this structure, several problems keep arising, such as citizens¡¯ acceptance of the separation of the exempted from contribution payments and the excluded from coverage, difficulties of managing the insured, coverage etc. In order to resolve these problems, the study proposes reforms of considering every citizen as an insured person, changing the status of the ones who have contribution history to become the insured and minimizing the range of the insured.
